The Role of the Contract Administrator: Keeping Projects Fair and Accountable

In any construction project, the role of the Contract Administrator (CA) is often underestimated. Appointed by the employer (or client) under standard forms such as JCT or NEC Contracts, the CA acts as the impartial decision‑maker, overseeing contract execution, progress, payments, variations, and defects.
Key responsibilities include preparing and issuing contracts, coordinating documentation, assessing interim valuations, issuing instructions for variations, approving extensions of time, monitoring progress against programme and ensuring contractual obligations are met. The CA also acts as an important link between employer, contractor, subcontractors and consultants to ensure communication is timely and decisions are documented.
The importance of independence cannot be overstated. Though appointed by the employer, the CA must apply fair and objective judgement — conflicts arise when the role is compromised or lacks the necessary authority. Engaging a QS as CA can bring commercial focus and cost‑control rigour into the role; a QS is particularly suited due to their knowledge of contract conditions, valuation methods, and commercial management.
